2025 Annual Town Report

The 2025 Annual Town Report is respectfully dedicated to the memory and legacy of Patricia Sutherland, whose extraordinary 50 years of continuous civic service left an enduring impact on the Town of Chapman and the broader Aroostook County region.

Pat devoted her life to public service with unwavering commitment, integrity, and grace. Her leadership shaped local government, regional collaboration, and community life for generations. Her groundbreaking role as the first woman Chair of the MSAD #1 School Board in 1974, to her many years of leadership on the Chapman Select Board, Pat’s service record was both historic and inspiring. She approached every role with professionalism, thoughtful leadership, and a steadfast dedication to the public good.

Among her many contributions, Pat was instrumental in:

  • Leading efforts to bridge Chapman’s east and west communities during challenging times, fostering cooperation and mutual respect.
  • Spearheading Chapman’s Centennial Celebration in 2015, an event that brought together nearly a quarter of the town’s population and created a lasting sense of shared history.
  • Being recognized statewide with the Maine Municipal Association’s Ethel Kelly Award in 2016 for her exceptional public service.
  • Championing the adoption of Maine’s first three-town comprehensive plan in 2013, strengthening regional collaboration among Chapman, Mapleton, and Castle Hill.
  • Representing Chapman on the Northern Maine Development Commission, including serving as its first woman chair, where her advocacy benefited communities across northern Maine.

Pat was widely respected for her ability to lead with neutrality, fairness, and resolve, particularly during complex and often contentious issues. Her calm, principled approach exemplified the highest standards of public service.

Pat’s legacy is one of resilience, vision, and unwavering dedication to community. Her influence will continue to be felt for generations, and her service set a standard of excellence that will not soon be matched.

With gratitude and respect, this Annual Report honors Patricia Sutherland’s five decades of service, her leadership, and her profound contributions to the Town of Chapman and the region she served so faithfully.
